""The current effort to reduce the current 95 gallon trash barrel to a smaller barrel is paying more for less," Davila said, in a prepared release. "In an effort to decrease rubbish stream and increase recycling as instructed by the state, the city has proposed to hit the pocket of the residents of Springfield in an effort to increase recycling."
